Simple answer - yes.
In researching new tires for the same reason I learned from the local tire shop that the Toyota OEM tires are all low tread depth.
The OT tires are only 9 or 10/32nds.
My guess is it helps with fuel economy numbers and ride quality to sell vehicles.
Regarding the 1/4" 'foam' - I assume you are talking about the very loose woven fiber layer over the surface of the pleated filter? I have that on at least one filter, pretty sure it is both, but it has been a while. I believe it is just the pre-filter that is intended to prevent the pleats of...

Yes, it is a 2025 OT with stock suspension and stock wheels.
I was a bit concerned with the garage clearance after the new tires, but no issues there, just a bit closer.
