OEM raised roof rails install question (1 Viewer)

I bought a used set of raised roof rails from an OT and trying to put on my Luxury+.

I've already removed the factory Luxury+ low profile rails, but came across this rubber padding on the OT raised roof rails. Is this rubber piece supposed to just sit atop the roof like this? I was imagining it tucked in somewhere underneath the gutter mouldings, but I can't find any good fit for it.

So my question is if anyone with raised roof rails confirmed this is how it's supposed to look like or not?
