Yesterday, I got hit by an unlicensed and uninsured driver. The only form of identification he had was a consulate ID that expired about 16 years ago. I wanted to cover all my bases, so I got an incident report—didn't realize they don’t do full police reports anymore—just in case. Thankfully, the damage seems superficial (thank God I didn’t take the tow hitch cover off), but I wanted to get input on what else I should check. Also, I wanted to confirm whether the bumper isn’t actually secured to the chassis and is supposed to flex like that in the video. I have comprehensive coverage but would prefer not to file a claim since I’m concerned it might raise my premium (correct me if I’m wrong in California).
 
Sorry to hear, just saw your post about this. After reading your post, it automatically reminded me of the Car Care Nut video I watched just last night! AMD mentioned that you need to confirm there's no frame damage if the tow hitch gets hit. See video at the 28:30 mark where he talks about this.

 
Former claims adjuster here. First job out of college and it was hell.

This would fall under your collision coverage, not comprehensive since you were driving at the time. Since the other driver is uninsured, you would need uninsured motorist coverage if you want your deductible waived. If you dont have UM coverage, you will be on the hook for any damages up to and including your collision deductible. Additionally, it will not affect your rates because you would be 0% at fault for this accident. If for some reason, your insurance tries to jack up your rate, you can just shop around with different companies to find a better rate. While getting a quote, if asked if you have any at fault accidents, you would just say "no," which is the truth.

Also, you are very unlikely to have any frame damage based on the speed of the vehicle that hit you. Please show a picture of the damage if you want a better assessment.
