Probably small damage or scratches on the black bumper and they sprayed black paint to cover it up. They did a bad job covering it up

to me, this would be the only explanation of any black overspray. not sure about the clear coat issue though

If it’s like “gvan1988” says you can easily compound out the overspray.

Nah. The overspray is under the clearcoat. Its from factory believe it or not
