Just noticed the plug hanging down under my driver side running board anyone know what its for and where it plugs in?

it's likely for the rear door running board light. If you don't have the boards, it is capped off to protect it from the elements

it almost right under the driver front door and i do have the factory running boards that came with it. I can't see a place to plug it back into

I have the same plug. It's not the rear running board lights as those have another plug and work.
In my car it's capped like yours and it's just ziptied to the body.
You can see there's a matching plug on the other side of the car.

Since I don't have the power running boards, I assume it's for them, but really have no idea.

If thats the case, I wonder if its a Switched 12V line triggered by the doors opening
I can check assuming it's easy to uncap. Someone pointed out the lights for the steps have a dimming function, so they're not 0/12v. I assume the power running board circuits are a bit more complicated as they need to start/stop/reverse so it's either an analog signal with some feedback or a constant 12v + canbus controller.

I would guess the circuitry of the power steps are along the motors , and they just rely on a signal from the doors .... i wouldnt mind doing some rock lights if i can just plug in right there
